You don't need full university tuition. Accredited Dubai colleges run English-language courses from 6 months that come with a student visa — from about USD 6,500 (≈ AED 24,000). It's the affordable way to live and study in Dubai, and a pathway to a diploma or degree later.
For a Rwandan student the two things that decide a Dubai application are the English medium of instruction and clean, correctly legalised documents. Both are firmly in your favour, and we handle the second one for you.
Because Rwandan secondary and university study is in English, most Dubai universities accept a Medium of Instruction (MOI) letter from your school instead of IELTS — often no English test at all.
UAE does not accept an apostille. Your certificates need MINAFFET in Kigali, then the UAE embassy, then MOFAIC in the UAE. We map the exact order and the proof-of-funds so nothing is rejected.
Budget roughly AED 30,000–55,000 a year for tuition depending on the university, plus about AED 3,000–5,000 for the visa and Emirates ID and AED 2,000–3,500 a month to live in shared housing. We convert every figure to Rwandan francs for your chosen course on request.

A UAE student residence visa is issued for one year at a time, renewable on proof of continued study, and is sponsored by your accredited university or college (or a UAE-resident parent). Entry permits and the Emirates ID are handled federally by ICP; residency in Dubai by GDRFA Dubai.

Your degree and certificates must be attested in Rwanda (its Ministry of Foreign Affairs), legalised by the UAE embassy, and then attested by MOFAIC inside the UAE. The UAE is not part of the Apostille Convention, so an apostille alone is not accepted — you need full legalisation.
