Your degree and certificates must be attested in Philippines (its Ministry of Foreign Affairs), legalised by the UAE embassy, and then attested by MOFAIC inside the UAE. The UAE is not part of the Apostille Convention, so an apostille alone is not accepted — you need full legalisation.
